Highlights – The BJD, a party of heroes that had wilted due to an unexpected defeat in the assembly elections, is currently in a state of inertia. While in search of a suitable conch-blower to resonate once again and echo throughout Odisha, Sujata Kartikeyan—a former IAS officer energized by the spirit of Mission Shakti—has caught the tail of politics, joined the BJD, and taken up the conch.
………………………………………………………………….
The entry of former IAS officer Sujata Rout Kartikeyan into the Biju Janata Dal (BJD) took place on Thursday. She joined the party in the presence of BJD chief Naveen Patnaik. Sujata’s entry is not being seen merely as a political induction. This development has occurred at a time when the BJD, after being in power for 24 years, is now sitting in the opposition and the party is attempting to determine its future direction. This is precisely why discussions regarding her potential political future and her role within the party have begun immediately upon her induction.
………………….
Who is Sujata Rout Kartikeyan?
………………………………………………………….
Sujata Rout Kartikeyan has a long experience in administrative and social work. A 2000-batch IAS officer of the Odisha cadre, Sujata started a bicycle scheme for schoolgirls while serving as Collector in the Naxal-affected district of Sundargarh, which helped girls from remote areas reach schools. She initiated the inclusion of eggs in the mid-day meal in government schools, a move that was later implemented across the state. To promote sports, she encouraged hockey and football, and developed hostels and sports facilities for female athletes. While in the Social Welfare Department, she advanced the popular Mamta scheme for pregnant women, and through the Mission Shakti program, she played a significant role in empowering millions of women economically by connecting them to self-help groups.

Sujata, the leading face of Mission Shakti
……………………………………………………………………..
From a political perspective, this is her greatest strength. The support of women has always been crucial to the BJD’s electoral success. Mission Shakti is counted among the most successful schemes of the Naveen Patnaik government, and Sujata is considered the primary face of this program. Under her leadership, the network of women’s self-help groups reached millions of women, connecting them to government schemes and employment. This is the reason why she is identified not just as a former bureaucrat, but also as a strong face of women’s empowerment.

Discussion on succession follows Sujata’s entry
………………………………………………………………………
However, the most significant discussion following her entry concerns the politics of succession. Naveen Patnaik remains the undisputed leader of the BJD, and he has made it clear that he will lead the party in the next election. Despite this, the question remains as to who will be the next major face of the party. No member of Naveen Patnaik’s family is active in politics, and there appears to be no leader within the party who could be unanimously considered his successor.
……………….
Why does Naveen Patnaik trust Sujata ?
…………………………………………………………………
This is where Sujata’s name emerges in the discussion. She possesses administrative experience, a strong hold among women, and most importantly, she is considered to have the trust of Naveen Patnaik. Furthermore, she is a native of Odisha’s Kendrapara district. This aspect is also significant because her husband, V.K. Pandian, was continuously targeted by his opponents, who labeled him an “outsider.” In Sujata’s case, this allegation will not be effective.

Challenges ahead for Sujata
…………………………………………………………………….
Nevertheless, the challenges before her are significant. There is a vast difference between administrative service and electoral politics. Sujata will have to increase her acceptance within the party organization and build a political identity among the public. Some senior BJD leaders have already expressed discomfort regarding her entry.
………….
Who is the future successor of BJD ?
………………………………………………………….
At present, it would be premature to say that Sujata Rout Kartikeyan is the future successor of the BJD. However, it is certain that her entry has intensified discussions regarding the party’s future, leadership, and new political equations following the defeat of 2024. Her administrative legacy related to Mission Shakti, the Mamta scheme, education, and women’s empowerment gives her a distinct identity from other leaders. This is why her membership is being viewed not just as a political induction, but as a potential beginning of the next generation of BJD politics.
